In 2008 the decade-long Maoist insurgency left thousands dead in Nepal and also brought down the 240-year Hindu monarchy. The Nepalese have been waiting since then for their new national constitution.
Although Nepal is a state party to the International Covenant on Civil and Political Rights which guarantees, amongst other things, the right to freedom of religion (including the freedom to have or to adopt a religion or belief of his/ her choice), the government included an anti-conversion law into the draft constitution. This law states the following: “no one shall attempt to change or convert someone from one religion to another, or disturb/ jeopardise the religion of others, and such acts/ activities shall be punishable by law. “
Nepal’s neighbouring country India, has five states where such anti-conversion laws are implemented. This means that people who wish to convert to another religion have to get official permission and religious leaders need to report any conversion or risk a three-year jail sentence. Obviously sharing your faith could also be seen as an illegal activity …
